A REPORT OF AN ALLEGED CASE OF OSMAN DUMBUYA

This department of the Sierra Leone Police is investigating a case of divulging information conduct by some rioters including one Osman Dumbuya a serving member of the Sierra Leone Police force who were involved in planning and participating in the August 1 0111 2022 violent demonstration in Freetown, Waterloo the Western Rural District, Makeni and Kamakwie in the stronghold of the Main Opposition the”All Peoples Congress (APC) Party”.
Sources from the Sierra Leone police (SLP) have disclosed that one Dumbuya who is a Police Officer with force number Police Constable 14899 and also a resident of no. No. 122 Leicester Road, Freetown has been declared wanted by and the Law Enforcement Institution the Sierra Leone Police for a case of divulging information.
According to the Public Affairs Department of the Sierra Leone Police through a press release signed by the Inspector General of Police Mr. Ambrose Michael Sovula, that Osman Dumbuya was alleged to have been found wanting by the Sierra Leone Police force for his involvement among some irate youths of a Political Pally the All Peoples Congress (APC) in Sierra Leone that always divulged information to the Opposition Party and to one Adebayor who resides in the Netherland to always incites young people to come out and demonstrate against “the Sierra Leone Peoples Party” (SLPP), for economic hardship and increased in youth unemployment in Sierra Leone. Dumbuya was arrested, detained and investigated by the Complaint Discipline Internal Investigation Department (CDIID). Ile was released on bail with the condition that he should report to the CDIID on a daily basis. The following day, he got information from his friend that, he should leave the shores of Sierra Leone because there is another plan for him to be arrested by the Police.
According to an intelligence gathered, a group of angry youth of Ataya 13ase Organization headed by Mohamed Alim Kamara usually have a secret meeting point where they formed a WhatsApp group to divulged information secretly to Adebayor on many occasions who incited other youths of different parties to have demonstrated on August 10, 2022 that led to the loss of the lives six security personnel and many civilians lost their lives and properties. As a Police Officer and a serving member of the Sierra Leone police force, both Osman Dumbuya and other youths were also linked to this WhatsApp group to incite other angry youths to demonstrate against the ruling government. When the Police got this Information a team of Operational Support Division (OSD) personnel stormed this meeting point to arrest these youths, another set of youths open gun fire against the police while the police also open gun fire against these youths. Upon this cross firing 31 civilians including (6) six police officers were killed on the spot and there angered the police and the army officers embarked on reprisal killings on the evening of the same day during a house to house search. Arrests were made, whilst others escaped and they were on the run. This situation forced Osman Dumbuya to flee out of his home and hide in a neighbour’s house. Those arrested were charged to court whilst some are still under investigations.
Because Osman Dumbuya; was named as one of the suspects for divulging information to Adebayor, inciting another community member to protest against the ruling government. It is an offense according to Section 4 (12) Cap 2 in the Criminal Procedure Act of’ 1965 of Sierra Leone that any person who involved in divulging secrete information illegally to destabilize the country will be prosecuted to life imprisonment.
Our investigations also revealed that police personnel have stormed the residence of Dumbuya to effect his arrest severally but proven futile. Ile has been declared wanted dead or alive by the police for the offence of divulging, he has gone into hiding and his whereabouts is still unknown. His photos have been displayed at the Criminal Investigations Department (CID) Headquarters in Freetown and the Police are encouraging the general public to give any vital information that will lead to his arrest.
