As They Failed President Bio…

RMF CEO, SLRA DG under Serious Pressure

Freetown is under siege—not from war or conflict, but from the very failure of the people entrusted with safeguarding its infrastructure. As the rains return, the city transforms into a treacherous maze of flooded gutters, crumbling roads, and stagnant filth. Once again, the people of Sierra Leone are left to fend for themselves, while those in power look on with indifference.

At the center of the stage of this crisis are two key figures: Roads Maintenance Fund (RMF) CEO Mohamed Kallon and the Director General of the Sierra Leone Roads Authority (SLRA), Alfred Jalil Momodu. Both men, entrusted with billions in public funds and a mandate to develop and maintain the nation’s roads, have failed spectacularly to live up to their responsibilities.

Today, Freetonians—and Sierra Leone at large—are speaking with one voice: Enough is enough. They must go.

A City Held Hostage by Neglect

Drive through any part of Freetown today and you will encounter a nightmare of potholes, broken culverts, and dangerously narrow roads overtaken by filthy water. During the heavy rains entire neighborhoods are over flooded due to lack of drainage systems in these communities. Homes are flooded. Livelihoods are lost. And the blame lies squarely at the feet of those who were supposed to prevent this.

For years, the public has raised alarms. For years, engineers, urban planners, civil society activists, and ordinary citizens have warned that neglecting proper drainage systems, delaying roadworks, and failing to enforce urban planning codes would lead to disaster. Today, that disaster is unfolding in real-time.

Billions Spent, Nothing to Show

Under the leadership of Mohamed Kallon and Alfred Jalil Momodu, the public has witnessed repeated announcements of multi-million-dollar road projects—many of which are yet to be implemented. The streets of Freetown have gone from bad to worse. The supposed “development” has not translated into real, tangible change for the people who walk, ride, and drive on these roads every day.

Where is the accountability?

This is not politics. This is about lives. This is about the safety, health, and economic wellbeing of Sierra Leoneans. The people are now calling on His Excellency President Julius Maada Bio to use the full extent of his executive powers to remove these officials and appoint competent, responsive, and transparent leadership at RMF and SLRA.

Change cannot wait. The rainy season has only just begun, and if swift action is not taken, the humanitarian and economic consequences will be catastrophic.

The Call Is Clear

Mr. President, Freetown is drowning—not because of nature alone, but because of leadership failure. The people have spoken. The time round diplomacy and delay is over. Mohamed Kallon and Alfred Jalil Momodu must be replaced—immediately.
