Chernor Bah Marks Two Years of Undented Leadership

By John Kelly Marah

Two years ago, a new chapter began in Sierra Leone’s governance story — one marked by bold ideas, youthful energy, and a commitment to civic renewal. That chapter was authored by Chernor Bah — widely known as “CeeBah” — who, at just 38, became the youngest cabinet minister in the nation’s history when President Julius Maada Bio appointed him as Minister of Information and Civic Education in July 2023.

Today, as he marks his second anniversary in office, Minister Bah stands as one of the most transformative figures in Sierra Leone’s modern political landscape — a leader whose passion for transparency, democratic engagement, and citizen empowerment has redefined the role of public communication in governance.

A Grateful Leader, A Burning Vision

In a heartfelt message shared on his official Facebook page, Minister Bah reflected on the journey with humility and determination.

“Two years ago, President Julius Maada Bio named me in his cabinet — the youngest in the history of our country and its most inclusive,” he wrote. “As I mark this milestone, I’m even more determined to continue to deliver on the mandate of the President and to make my parents, my family, and my people proud.”

He continued, “I’m humbled and honored in equal measure for the privilege of serving under such a progressive and determined leader and alongside such dedicated colleagues. Two years since the appointment, my fire is even more kindled.”

Transforming Public Communication

From day one, Minister Bah approached the Ministry with a clear vision: to rebuild public trust through honest, timely, and citizen-focused communication. His tenure has seen a significant overhaul of how government institutions communicate and engage with the people.

Among his major accomplishments:

A Modern Government Communication Strategy: Minister Bah introduced a centralized communication model that delivers real-time updates from Ministries, Departments, and Agencies (MDAs), helping citizens stay informed and engaged in national decision-making.

Civic Education Rebirth Initiative (CERI): This flagship program is rekindling civic values among Sierra Leoneans, especially the youth. Through partnerships with schools, community leaders, and civil society, CERI is nurturing a culture of responsible citizenship, democracy, and national pride.

Citizens’ Engagement Platform: Minister Bah launched an innovative interface — both online and in-person — for citizens to voice concerns, track government responses, and participate in policymaking. This has bridged the gap between the state and its people like never before.

Championing Press Freedom and Media Development: Under Bah’s leadership, the Ministry has facilitated legal reforms to protect journalists, expanded access to public information, and promoted professionalism across the media landscape.

National And International Impact

Minister Bah’s leadership has not only inspired confidence at home but also attracted praise from international partners. Through strengthened collaborations with bodies like UNESCO, the Open Government Partnership, and the African Union, Sierra Leone is emerging as a regional leader in civic education and government transparency.

His commitment to innovation, youth inclusion, and community engagement has positioned the Ministry of Information and Civic Education as a dynamic engine of democratic transformation.

Looking Ahead: A Deepened  Commitment

As he enters his third year, Minister Bah is doubling down on his mission. Key priorities include:

Expanding civic education outreach to every district, with special focus on rural and marginalized communities.

Rolling out mobile information hubs to bring government messages directly to the people in local languages.

Digitizing public service communication for broader accessibility and efficiency.
