This official notice is issued pursuant to the powers vested in the Sierra Leone Police under the

Treason and State Offences Act, 1963; the Criminal Procedure Act, 1965; the Public Order Act, 1965 and all other enabling laws of Sierra Leone. Medray Mohamed together with other angry youths of Makeni was alleged to have committed serious criminal offenses, namely Incitement, Riotous Conduct, and Disorderly Behaviour. Medray Mohamed was identified as a principal actor in the planning and execution of unauthorized demonstrations or protest, particularly on the events of July 18 th, 2020, in the city of Makeni, that saw thousands of young people on the streets of Make following Government’s decision to transfer a standby generator from Makeni to Lungi, escalated into violence and chaos, leaving a deep scar on the community people of

Makeni, which resulted in a breach of public peace and order.

BRIEF FACTS:

The Sierra Leone Police are actively investigating your role and that of other individuals affiliated with the main opposition party in organizing and participating in the demonstration against the government of Sierra Leone. These actions are alleged to have contravened the laws of Sierra Leone, specifically: Treason and State Offences Act, Section 3(1) Charges of destabilization and incitement to the government. The Public Order Act, 1965 Section 12, 16 and 17: Prohibits riotous and disorderly conduct, incitement to violence, and participation in unlawful assemblies with intent to destabilize the state.

According to police sources, Medray Mohammed has been identified as one of the key figures behind what the Government of Sierra Leone described as an unlawful demonstration due to the absence of official clearance. Authorities maintain that his involvement in the protest, which the Government says endangered lives and destroyed property, could see him face serious criminal charges carrying long-term imprisonment if apprehended and convicted.

According to intelligence, residents of Mabanta Road in Makeni recall that the protest initially started as a peaceful expression of frustration by locals who felt excluded from the Government’s decision-making process. However, the situation spiraled after security forces fired tear gas and live rounds, resulting in the death of a young girl from the area. The incident sparked anger and intensified the protest, turning it into one of the most violent civil disturbances in recent years.

During the crackdown, security forces reportedly arrested and fatally assaulted a young boy who worked at Medray Mohammed’s barbing shop and telecenter, further fueling tensions in the city. Police later declared Medray Mohammed and several others wanted, accusing them of organizing and participating in what they classified as a riot.

Police investigations continue as Medray Mohammed remains on the run, with authorities urging him to surrender. Despite claims from community members that his actions were driven by frustration and a desire to defend his community, law enforcement has warned that those involved in the deadly protest will face the full weight of the law. For Medray Mohammed, the charges he faces mean that capture and prosecution could result in a lengthy prison sentence.

Investigations reveal that you acted as an outspoken supporter and organizer in, mobilizing individuals and inciting public disorder during the demonstration which left many civilians dead including police officer. According to the Public Affairs Department of the Sierra Leone Police through a press release signed by the Inspector General of Police, that According to police sources, Medray Mohammed has been identified as one of the key figures behind what the Government of Sierra Leone described as an unlawful demonstration due to the absence of official clearance. Medray Mohamed always incites young people to come out and demonstrate against ‘The State” for economic hardship in Sierra Leone.

Police personnel stormed the residence of Medray Mohamed to effect his arrest on that faithful day but he is nowhere to be seen. As a result, he has been declared a fugitive by the police and a warrant of arrest was issued for his immediate apprehension and a handsome reward was offered to whosoever provides useful information that would lead to his arest. By the authority vested in the Sierra Leone Police under the Criminal Procedure Act, 1965 section 27 it’s the responsibility of the force to execute the warrant of arrest against you are hereby ordered to present himself immediately at the nearesv police station or the Criminal Investigations Department (CID) Rogbaneh Road police Station, Makeni, to assist with the ongoing investigation. Failure to comply with this warrant will result in further legal action, including but not limited to, prosecution in absentia and •the full enforcement of all applicable penalties under Sierra Leonean law.
