The Legal Aid Board (LAB) has conducted a one-day refresher capacity building training for members of its Community Advisory Bureaus (CAB) on strengthening community justice through effective data collection, referral pathways and stakeholders collaboration.<\/p>\n\n\n\n
The training took place at the Board\u2019s head office at Wilberforce Street in Freetown and its targeted bureau members from six communities – Goderich; Lumley; Approved School; Old Wharf; Calaba town and Rogbangban communities.<\/p>\n\n\n\n
The aim was to refresh bureau members\u2019 understanding on their roles and responsibilities; mandate, ethical conduct, confidentiality and community service standards; referral mechanisms; community engagement and data collection and reporting processes.<\/p>\n\n\n\n
In her brief statement, the Executive Director of the Board, Ms. Fatmata Claire Carlton-Hanciles, explained the roles and responsibilities of CABs and the important role they play in handling minor community disputes. This she added was the reason the Board occasionally conducts refresher training for bureau members in order to always keep them abreast with what to do when matters are brought to them.<\/p>\n\n\n\n
She admonished bureau members to always remain neutral when handling community disputes; noting that though their work is not based on salary yet they must strive to serve their good conscience.<\/p>\n\n\n\n
She called on them to always make the Legal Aid Board office their first choice of visit whether they have issues on not.<\/p>\n\n\n\n
She urged each and every one to be an ambassador of peace, saying that her presence at the training was a testament of not only the love she has for their communities but also for the important nature of their work.<\/p>\n\n\n\n
She assured the participants of the Board’s continued commitment in supporting their work.<\/p>\n\n\n\n
In an interactive session with the participants on some of the country\u2019s basic laws and how communities should maintain cohesiveness, the lead facilitator who also doubles as the Board\u2019s Human Resource Manager, Counsel Ibrahim Bangura, started the discussion on the attributes and qualities of good and bad landlords and tenants; stating that landlords who do not issue receipts, tenancy agreements, etc and sometimes evict tenants as and when they feel, are not good landlords.<\/p>\n\n\n\n
He also speaks on issues bordering on inheritance; matrimonial property; marriage by co-habitation, sales and lease agreements; freehold; title deeds; how to acquire state and private land, etc.<\/p>\n\n\n\n
He admonished participants especially men against building houses on their spouses\u2019 family land without proper documentation, noting that such a property cannot be considered as matrimonial but one own by the person who owns the land. He said it is better to have \u201ca lease of one year than a free hold.\u201d <\/p>\n\n\n\n
Leading the discussion on mediation, referral pathways and procedures, the head of the Board\u2019s Alternative Dispute Resolution (ADR), Mr. Alhaji Alghassim Sesay, admonished bureau members to always refer matters that do not fall within their remit to the relevant authorities and to always maintain neutrality when mediating disputes.<\/p>\n\n\n\n
The session was climaxed with questions, answers and comments from the participants.<\/p>\n\n\n\n
