-Hon. Abdul Kargbo<\/strong><\/h1>\n\n\n\n

Opposition Parliamentary Leader Hon. Abdul Kargbo has strongly defended his caucus\u2019s decision to abstain from the Parliamentary process, insisting that the move was not an act of weakness or political surrender, but a deliberate decision to protect the integrity of Sierra Leone\u2019s Constitution and parliamentary democracy.<\/p>\n\n\n\n

According to Hon. Kargbo, abstention is a recognised form of parliamentary voting and is expressly provided for under Standing Order 46(2). He maintained that members of the opposition caucus were therefore exercising a legitimate parliamentary option rather than refusing to participate in parliamentary business.<\/p>\n\n\n\n

\u201cAbstention is a recognised form of parliamentary voting under Standing Order 46(2). We could not participate in a process that blatantly violated Section 108 of the Constitution. We ensured that our caucus was not party to this constitutional abuse,\u201d Hon. Abdul Kargbo stated.<\/p>\n\n\n\n

The statement comes amid heightened political debate over the constitutional amendment process currently before Parliament, with the governing side and opposition expressing sharply contrasting positions over the procedure, substance and implications of the proposed changes.<\/p>\n\n\n\n

A Question of Constitutional Principle <\/strong><\/p>\n\n\n\n

For Hon. Kargbo, the issue goes beyond ordinary political disagreement between the governing Sierra Leone People\u2019s Party (SLPP) and the opposition All People\u2019s Congress (APC). He argues that Parliament has a constitutional responsibility to ensure that every legislative process complies fully with the provisions of the supreme law of the land.<\/p>\n\n\n\n

The Opposition Leader\u2019s position is that where members believe a parliamentary process has departed from constitutional requirements, participating in that process could potentially be interpreted as accepting or legitimizing the procedure.<\/p>\n\n\n\n

His APC caucus therefore chose abstention as a means of registering its objection while remaining within the recognised procedures of Parliament.<\/p>\n\n\n\n

Hon. Kargbo\u2019s latest statement reinforces that position, suggesting that the opposition is prepared to use parliamentary procedures\u2014including abstention\u2014to distance itself from processes it believes are inconsistent with the Constitution.<\/p>\n\n\n\n

The strongest element of Hon. Kargbo\u2019s argument is that the opposition did not simply walk away from Parliament. Instead, he says, the caucus deliberately chose a recognised parliamentary option because participation would have conflicted with its constitutional position.<\/p>\n\n\n\n
