The Chief Minister, through its Performance Management and Service Delivery (PMSD) Unit, is leading a major transition towards digitised ministerial performance management, with a focus on strengthening evidence-based monitoring, data coordination and real-time reporting across Government.<\/p>\n\n\n\n
The initiative forms part of the Ministerial Performance Management and Data Coordination & Visualisation Workshop, taking place from August 24\u201328, 2026, and brings together government officials and performance management stakeholders to strengthen the systems used to track ministerial commitments, assess results and improve the quality and accessibility of performance data.<\/p>\n\n\n\n
Delivering the welcome address, Dr. Joseph Sherman-Kamara, Director of Economic Management, described the workshop as a transition point in Government\u2019s efforts to modernise performance management.<\/p>\n\n\n\n
He explained that the process began with the signing of the first contract in 2024, followed by a second contract in 2025, and has now reached a stage where Government is seeking to move decisively from paper-based systems to digital performance management.<\/p>\n\n\n\n
\u201cWe want to move from paper-based management to a digital form. Our delivery capability is rising,\u201d Dr. Sherman-Kamara said, while encouraging participants to engage actively and use the workshop to have practical and constructive discussions.<\/p>\n\n\n\n
Dr. Sherman-Kamara subsequently presented an overview of the digitisation framework, focusing on four key areas: Digitising Ministerial Performance Management Tools; Online Reporting and Monitoring of Ministerial Performance Contracts; Whole-of-Government Data Coordination and Evidence; and the Performance and Results Policy and Legislative Framework.<\/p>\n\n\n\n
The digitisation initiative seeks to address longstanding challenges associated with manual performance management, including the compilation of Performance Tracking Tables (PTTs), Managerial Indicator Matrices (MIMs) and Project Trackers; version-control challenges; difficulties in triangulating evidence; delayed or incomplete quarterly submissions; limited real-time visibility for senior leadership; and the administrative burden on ministerial focal persons.<\/p>\n\n\n\n
Under the proposed digital system, evidence will be systematically uploaded, tagged and linked to relevant indicators and projects. The system will also provide improved version control, audit trails, faster quarterly reporting and live dashboards for Ministers, Permanent Secretaries and the Office of the Chief Minister.<\/p>\n\n\n\n
The transition is expected to reduce the administrative burden associated with performance reporting while improving the reliability, accessibility and timeliness of information available to decision-makers.<\/p>\n\n\n\n
The workshop also examined the structure of the Ministerial Performance Contract, which consists of four principal components: the Contract Page, Performance Tracking Table, Managerial Indicator Matrix and Project Tracker.<\/p>\n\n\n\n
The Performance Tracking Table captures planned and actual performance across key outcome areas, while the Managerial Indicator Matrix provides a framework for assessing indicators against defined criteria, weights, baselines, targets and responsible owners.<\/p>\n\n\n\n
The Project Tracker provides a structured mechanism for monitoring projects based on their relevance, cost, disbursement, implementation timelines, status, performance ratings and required actions.<\/p>\n\n\n\n
Participants were also introduced to quality standards designed to strengthen the consistency and credibility of project reporting. Project relevance, for example, should be clearly linked to national and international development priorities, including the Medium-Term National Development Plan (MTNDP), the Big Five Game Changers, the Sustainable Development Goals and African Union goals.<\/p>\n\n\n\n
Financial information must also be reconciled with authoritative sources, including Ministry of Finance and IFMIS records, while project status and performance ratings are expected to be supported by appropriate, progressive evidence.<\/p>\n\n\n\n
The digitisation framework establishes a clear accountability chain involving Focal Persons, Performance Management Teams (PMTs), Permanent Secretaries and the PMSD Unit\/Office of the Chief Minister.<\/p>\n\n\n\n
Focal Persons will be responsible for updating performance information, maintaining progress records and uploading and tagging supporting evidence. PMTs will conduct peer reviews and cross-check data for consistency and completeness.<\/p>\n\n\n\n
Permanent Secretaries will provide validation and quality assurance, confirm compliance with evidence standards and authorise submissions. The PMSD Unit and Office of the Chief Minister will provide verification, feedback and support to address identified performance gaps.<\/p>\n\n\n\n
Once validated, submissions will be locked for the relevant reporting period, allowing government leadership and cluster leads to access performance information through role-based dashboards.<\/p>\n\n\n\n
A key feature of the new approach is a defined hierarchy for assessing the quality of evidence used to substantiate reported performance.<\/p>\n\n\n\n
The framework places the highest value on official third-party verification, including certified official records and verification from recognised institutions. This is followed by authenticated internal government records, system-generated reports and signed activity records.<\/p>\n\n\n\n
Self-reported narratives without supporting documentation will generally not be considered sufficient evidence for full credit on material performance indicators.<\/p>\n\n\n\n
The approach is designed to strengthen the credibility and integrity of Government\u2019s performance reporting and ensure that assessments are based increasingly on verifiable evidence rather than unsupported claims.<\/p>\n\n\n\n
The workshop further highlighted the importance of strengthening coordination among national data producers, custodians and aggregators, including Statistics Sierra Leone, the Ministry of Finance, the Ministry of Planning and Economic Development (MoPED), the National Monitoring and Evaluation Agency (NaMEA), and information systems across Ministries, Departments and Agencies.<\/p>\n\n\n\n
Through the PMSD Unit, the Office of the Chief Minister will continue to coordinate policy direction, performance contracting and monitoring of Government priorities, including the Big Five Game Changers and MTNDP commitments.<\/p>\n\n\n\n
The emerging CVP platform is expected to provide an integrated environment for data coordination, evidence management, performance monitoring and visualisation, enabling decision-makers to access more timely and reliable information on government delivery.<\/p>\n\n\n\n
The workshop\u2019s Technology and Infrastructure Cluster, facilitated by Mr. Mohamed James, with Mr. Joseph Pessima as Co-Facilitator, is examining the role of technology, infrastructure and digital systems in strengthening Government performance management.<\/p>\n\n\n\n
The cluster covers energy, works and public assets, transport and aviation, communications, technology and innovation, water resources, and related infrastructure and digital functions.<\/p>\n\n\n\n
Discussions are focusing on meaningful digital transformation and automation, including the development of electronic inventories of ministry policies, strategies and laws, improved accessibility and version control, and interoperability between sector-specific systems and the emerging CVP environment.<\/p>\n\n\n\n
The cluster is also examining improved approaches to tracking high-value, multi-year infrastructure projects, with emphasis on implementation stages, costs, disbursements, risks, timelines and overall progress.<\/p>\n\n\n\n
The ongoing workshop underscores the Office of the Chief Minister\u2019s commitment to building a more integrated, digital and evidence-driven performance management system across Government. By strengthening data coordination, improving the quality of evidence and providing real-time visibility of performance, the initiative is expected to support greater accountability, informed decision-making and improved delivery of Government priorities across Ministries, Departments and Agencies.<\/p>\n\n\n\n
