Chief Minister Dr. David Moinina Sengeh has convened a Strategic Delivery Clinic with the Ministry of Works and Public Assets (MWPA) to drive faster implementation of critical national infrastructure projects, strengthen accountability for delivery and ensure that priority investments are translated into measurable results under Government\u2019s Big Five Game Changers.<\/p>\n\n\n\n
The engagement focused on turning the Ministry\u2019s FY2027 project portfolio into clear delivery commitments, with emphasis on recovering delayed projects, securing financing, strengthening project management and establishing firm timelines for completion, commissioning and handover.<\/p>\n\n\n\n
The Clinic brought together the Ministry\u2019s leadership and technical team to review its FY2027 delivery matrix, assess the status of ongoing projects, identify financing, contractual and operational constraints, and agree on practical measures to accelerate implementation.<\/p>\n\n\n\n
In a brief statement, the Minister of Works and Public Assets, Dr. Denis M. Sandy, reaffirmed the Ministry\u2019s commitment to strengthening the delivery of critical public infrastructure and assets. The technical presentation was delivered by Ing. Abdul J.B. Shaw, Director of Infrastructure Design and Development, who presented the Ministry\u2019s FY2027 project portfolio and priority delivery profiles.<\/p>\n\n\n\n
The reviewed portfolio comprises 26 priority projects, including 13 ongoing or recovery projects and 13 proposed projects, with a strong focus on court infrastructure, rehabilitation of public buildings and upgrading of institutional assets across the country.<\/p>\n\n\n\n
The Strategic Delivery Clinic placed particular emphasis on moving beyond project identification to specific, measurable delivery commitments, with each priority intervention assessed against its expected output, responsible owner, timeline, financing requirements and monitoring actions.<\/p>\n\n\n\n
The Ministry\u2019s delivery approach is anchored on four key areas: recovering and re-baselining delayed projects; protecting monthly work, certification and payment cycles; mobilising new priority projects; and measuring outcomes through completion, commissioning and handover.<\/p>\n\n\n\n
Among the projects reviewed were the rehabilitation of State House, construction of High and Magistrate Court complexes in Waterloo and York, rehabilitation and construction of public buildings, and court infrastructure in locations including Mongo, Kabala, Lungi and Mabang.<\/p>\n\n\n\n
The Clinic also identified the need to resolve outstanding contractual and financing issues on delayed projects, strengthen project monitoring, ensure timely certification and payment, and improve pre-contract readiness for new projects proposed for FY2027.<\/p>\n\n\n\n
The engagement forms part of the Office of the Chief Minister\u2019s delivery-focused approach to ensuring that Ministries, Departments and Agencies translate approved plans and budgets into measurable results. It is intended to provide stronger oversight of implementation while ensuring that emerging constraints are identified and addressed before they significantly affect project timelines.<\/p>\n\n\n\n
The infrastructure agenda is directly aligned with the Government\u2019s Big Five Game Changers, particularly Pillar Four: Technology and Infrastructure, which seeks to transform infrastructure and public service architecture to support economic growth, improve public services and create an enabling environment for national development.<\/p>\n\n\n\n
By strengthening the planning, financing, monitoring and implementation of infrastructure projects, the Strategic Delivery Clinic is designed to ensure that investments in public assets are delivered efficiently, provide value for money and contribute to improved access to essential public services.<\/p>\n\n\n\n
The FY2027 delivery framework sets a clear expectation for evidence-based project baselines by 30 September 2026, visible implementation progress by the second quarter, and completion, commissioning or handover of priority projects within the September 2026\u2013August 2027 delivery period.<\/p>\n\n\n\n
The Strategic Delivery Clinic therefore reinforces Government\u2019s commitment to moving from project planning to disciplined delivery, ensuring that infrastructure commitments under the Big Five are supported by clear responsibilities, timelines, financing and measurable outcomes.<\/p>\n\n\n\n
