Former Chairman of the All People\u2019s Congress (APC) North America, Al-Aziz Turay Esq., has submitted a position paper to the APC National Secretariat calling for a transparent and equitable framework for Diaspora representation at the Party\u2019s National Delegates Conference (NDC).<\/p>\n\n\n\n

In the paper dated September 11, 2026, MR. Turay makes a case for what he describes as \u201cequal representation, voting participation and institutional parity\u201d for the Diaspora, which he refers to as the Party\u2019s Sixth Region. He bases the proposal on provisions of the APC\u2019s March 7, 2022 Constitution, particularly Article 31, while emphasizing that his submission is a political and organizational position rather than an assertion of an automatic legal entitlement.<\/p>\n\n\n\n

He proposes that duly recognized and verified Diaspora Chapters be considered as functional equivalents of domestic constituencies, with an indicative allocation of eight voting delegates per Chapter. Al-Aziz similarly proposes 16 delegates for each verified Diaspora Branch, corresponding to the district structure, subject to membership verification, good standing, accreditation and applicable Party rules.<\/p>\n\n\n\n

The former North America Chairman also calls for a review of the historical 50-delegate allocation previously used for the Diaspora, arguing that it should not automatically remain a ceiling if the Party\u2019s organizational structure and recognition of the Diaspora have evolved.<\/p>\n\n\n\n

Using the United States as an illustration, the paper cites 14 verifiable APC-USA Chapters and calculates a potential 128 delegates under the proposed formula \u2014112 Chapter delegates and 16 Branch delegates. However, Mr. Turay stresses that the figure is illustrative and subject to verification and approval by the Party.<\/p>\n\n\n\n

He further urges the APC Secretariat to publish clear delegate-allocation and accreditation criteria ahead of the next NDC and provide Diaspora leadership with an opportunity for consultation before the final delegate list is adopted.<\/p>\n\n\n\n

Al-Aziz Turay, a former APC Diaspora and North America Chairman and former President of the APC Arizona Chapter, has copied the Elders Council, Internal Elections Management Committee (IEMC) Independent Elections Complaints Board (IECB) and APC Legal Team on the submission.<\/p>\n\n\n\n
