TOCU Cleared

The reported controversy surrounding a consignment of suspected drugs seized in Central Freetown on 3 September 2026 has raised questions about the subsequent handling of the exhibits, but the available account places the Transnational Organised Crime Unit (TOCU) in the role of securing and safeguarding the seized substances.

According to information surrounding the operation, police discovered approximately 75 cartons of suspected drugs at 8 Mamie Yoko Street on 3 September 2026. Following the discovery, a TOCU team arrived at the scene as part of a wider collaborative drug-enforcement operation involving personnel from various security and law-enforcement institutions.

The operation resulted in the seizure of a large quantity of suspected narcotics.

Importantly, TOCU Headquarters in Hastings received 75 cartons only from the Mamie Yoko Street operation, according to the available account. The consignment received by TOCU was subsequently taken into the Unit’s custody and secured at its Headquarters in Hastings as exhibits pending further investigation and the appropriate legal processes.

A contemporaneous report published on the operation also stated that several cartons of substances believed to be Tramadol were seized on 3 September 2026 and that the seized substances and arrested suspects were taken to TOCU Headquarters for further investigations and forensic analysis.

Importantly, the available account places TOCU on the enforcement and custody side of the operation, rather than as an institution responsible for the initial discovery of the drugs.

The subsequent presence of the seized drugs at TOCU Headquarters is significant. The substances were reportedly seen and accounted for within the Unit’s stores, reinforcing the position that TOCU received the exhibits after the joint operation and kept them within its designated custody.

TOCU’s established mandate is to investigate and prosecute transnational organised crime, including major drug-trafficking operations. Official government information has previously credited the Unit with numerous drug seizures and convictions and documented its involvement in the lawful destruction of seized narcotics following court orders.

Official records from the Office of National Security also show that TOCU Headquarters in Hastings has been used for the destruction of seized drugs following court authorisation, with representatives from the ONS, Sierra Leone Police, NDLEA, Pharmacy Board, Judiciary and other institutions participating in such exercises.

Against this backdrop, any investigation into the reported missing drugs should carefully establish the complete chain of custody—from the moment the substances were discovered at Mama Yoko Street, through the joint seizure operation, transportation to TOCU Headquarters, registration and storage of the exhibits, and any subsequent movement or disposal.

Such an investigation should distinguish between the institution that initially discovered or intercepted the drugs, the officers and agencies involved in the joint operation, and the institution that subsequently received the exhibits into custody.

The available account does not establish that TOCU caused or facilitated the disappearance of any drugs. On the contrary, the reported sequence of events shows TOCU receiving the seized substances and keeping them at its Hastings headquarters as part of the formal enforcement process.

The key question, therefore, should be where and when any discrepancy in the exhibits occurred, and which individual or institution had lawful custody at that particular stage.

TOCU’s role should be assessed on the basis of documented evidence, including seizure records, exhibit registers, custody logs, storage records and any authorised movement of the substances.

Until evidence establishes otherwise, there is no factual basis to portray TOCU as responsible for the reported missing drugs. The Unit’s documented role in the 3 September operation was to receive, secure and investigate the 75 cartons received at its Hastings Headquarters as part of the broader national fight against drug trafficking.
