On September 9, 2025, the Sierra Leone Maritime Administration (SLMA) commenced an essential two-day training program for boat owners and operation in the Western Area Rural, in the Tombo Community.
Hosted at Saint Peter’s Hall, this initiative aims to enhance safety and operational efficiency within the local maritime industry, with over 70 participants in attendance.

The opening ceremony was led by Mr. Ansumana Massaquoi, head of Inland Waterways at SLMA, who emphasized the critical role of ongoing education in minimizing accidents and maximizing the capabilities of those in the fishing sector. “Every year, we make it a priority to train boat owners,” he stated. “This year’s program will culminate in a certification process that includes a direct assessment by our trainers to ensure all participants are well-equipped to operate safely and effectively.”
Emmanuel Pious Richard, the Director of Research, Marine Education and Training, served as the main speaker and moderator of the event. He addressed the participants, reinforcing the importance of the knowledge they would acquire. “The skills you gain here can enable you to navigate emergencies and even conduct basic first aid,” Richard remarked. He also announced that the training would extend beyond Tombo, reaching other districts like Kassa and beyond, ensuring a broader impact on maritime safety across the region.
Richard highlighted the inclusivity of the training, urging women boat owners to participate actively. “We cannot allow this training to be a male-dominated space. Women can be instrumental in disseminating vital safety information,” he asserted. His call to action resonated with many in the audience, emphasizing the importance of shared knowledge within families and communities.
One participant, Hassan Kamara, a boat owner and repeat trainee, expressed gratitude for SLMA’s ongoing support. “This is my second time attending this training, and I appreciate the continuous efforts of SLMA. I feel more confident now in training other boat owners about safety practices,” he shared. Kamara’s experience underscores the program’s effectiveness in empowering boat owners to mitigate risks and promote safer boating practices.
Conclusively, as the training unfolds, the SLMA aims to create a network of informed boat operators who can navigate the waterways safely, ultimately contributing to the overall safety and efficiency of maritime transport in Sierra Leone. The commitment to continuous education reflects a broader governmental initiative to enhance maritime safety and operational standards throughout the nation.
