The Government of Sierra Leone has received financing from the World Bank toward the cost of West Africa Food System Resilience Program (FSRP-2) and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include Under the direct supervision of the Project Manager, for the Development of a Communication Plan for the Food Systems Resilience Program. The Objective is to Conduct a situation analysis of FSRP to understand its intended goals, target groups, intervention areas, and key result areas and achievements, develop a tailored communication plan/strategy that aligns with FSRP goals and delivery mechanisms with appropriate dissemination plan.
The duration of the assignment is Thirty (30) Working Days, and it expected start date in May 2024. The detailed Terms of Reference (TOR) for the assignment can be obtained via email to mamara@fsrp-sl.org or the address given below.

The Project Management Unit now invites qualified individuals (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information (academic/ professional certificates and updated CVs) which demonstrate that they have the required qualifications and relevant experience required Skills and specialized techniques to perform the Services. The shortlisting and selection criteria shall be based on the following minimum qualification and experience:
The minimum qualification and experience are:

i. A holder of a master’s degree in agriculture communication, mass communication, development studies, international development,
ii. Minimum of 3 years’ experience in similar assignments Agriculture development projects, or related field.
iii. Excellent knowledge in developing sound communication strategy for a development program and agricultural related program.
iv. Good understanding of the communication ecosystem of Sierra Leone and how this is contextualized in planning for communication.
v. Working experience in projects funded by multilateral agencies is desirable.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018 and November 2020.
