Background

The National Commission for Children was established by Part II Section 4 (1) of the Child Rights Act (CRA) 2007 to monitor and coordinate the implementation of the Convention on the Rights of the Child (CRC) and the African Charter on the Rights and Welfare of the Child (ACRWC); as well as to oversee the implementation of Part 111 of the CRA 2007. Additional functions include but not limited to advising Government on policies aimed at improving the condition of children in Sierra Leone in line with the Convention and the Charter. The NCC currently has regional offices in Bo and Makeni.

In order to work efficiently in delivering its statutory mandate, we are recruiting for the following positions: –

Job Title: Finance & Admin Manager (FAM)
Department/Unit: Operations
Reports To: Director of Operations
Location: Freetown
Starting date: ASAP.

Position Summary: Our Head office in Freetown is seeking a dedicated and experienced
Finance and Administration Manager to lead its finance and administrative unit and drive its
financial processes. This Manager will also oversee administrative tasks done by an associate
and contribute to the overall office administration with country office leadership. The Finance
and Administrative Manager will provide high-level financial and administrative support in
accordance with project needs and requirements for the Freetown office. She/he will work
closely with other team members based in Sierra Leone and collaborate closely with our
international team in the UK.
Specific activities:
 Processes invoices, advance requests, and project expenditure reports, and prepares
and processes payment requests accordingly.
 Performs bank reconciliations and handles the petty cash fund, clearance of
receivables, and overall cash management and facilitates monthly financial closures by
office and institutional requirements
 Track and update employee and NASSIT relationship and ensure policy is followed with
regards to registration of new members, payment of monthly contributions, and
membership cards Work with Managers in creating and ensuring job descriptions is
available for all staff and are filed
 Creating and maintaining the records of new staff in the Learning Management system
(LMS)
 Manage the staffing process, including recruiting, interviewing, hiring and onboarding
 Ensure job descriptions are up to date and compliant with all local regulations
 Develop training materials and performance management programs to help ensure
employees understand their job responsibilities
 Investigate employee issues and conflicts and bring them to resolution
 Use performance management tools to provide guidance and feedback to the team
 Ensure all company HR policies are applied consistently
 Partner with management to ensure strategic HR goals are aligned with our clients and
maintain HR systems and processes
 Establishes effective accounting and bookkeeping systems and procedures and
oversees accounting services.
 • Establishes and implements internal controls, administrative systems, policies and
 procedures to ensure that SAMPAT RECRUITMENT AGENCY’s day–‐to–‐day operational
activities are efficient and effective, and are in–‐line with approved strategic initiatives
and budgetary allocations

Ensure monthly payrolls are processed and on time to avoid salary delay.
 Ensure that NASSIT, NRA, and other calculations align with the payroll system.
 • Prepares documents and schedules for annual audits and liaises with auditors.
 Prepares and follows up on the collection of VAT refunds from the Sierra Leone National
Revenue Authority.
 Operates and maintains the use of computerized accounting systems and spreadsheets
to assist day-to-day accounting procedures and with reporting requirements.
 Ensures that the office complies with relevant national laws and procedures about
project finance and administration.
 Maintains records of fixed assets and updates them every quarter
Education & Experience Requirements:
 Bachelor’s degree in accounting and finance, or related field (Master’s degree
preferred)
 Experience: A minimum of 3 years of work experience as part of a global organization
within a Finance and Admin role required
 Demonstrated advanced use of Excel is required and NetSuite or other accounting
software is strongly preferred
 Knowledge of NRA, NASSIT, and other local accounting policies
 Ability to communicate issues and thoughts clearly in English
 Process and control-oriented and ability to multitask and prioritize
