Sierra Leone and Gabon have taken steps to deepen bilateral cooperation and establish a more structured partnership following high-level discussions between President Dr. Julius Maada Bio and his Gabonese counterpart, President Brice Clotaire Oligui Nguema, at State House in Freetown on Monday, 3rd August, 2026.
The engagement, held during President Oligui Nguema’s three-day State Visit to Sierra Leone, culminated in the signing of a Joint Communiqué by the Foreign Ministers of both countries, setting out areas of mutual cooperation and reaffirming the two nations’ commitment to shared development priorities.
President Bio formally received President Oligui Nguema and his delegation at State House, where the two leaders held a private discussion before proceeding to bilateral discussions with their respective delegations.
In his welcoming remarks, President Bio congratulated President Oligui Nguema on his election and commended Gabon’s return to constitutional governance, describing the country’s transition as an important development for democratic governance on the continent.
President Bio said the visit presented an opportunity to transform the longstanding friendship between Sierra Leone and Gabon into a more ambitious and results-oriented partnership.
“Your visit provides an important opportunity to open a more ambitious chapter in the relations between our two countries,” President Bio stated.
He proposed the establishment of a Sierra Leone–Gabon Joint Commission for Cooperation, alongside a time-bound implementation roadmap to ensure that agreements reached by the two countries translate into concrete benefits for their citizens.
President Bio identified agriculture, mining, fisheries, energy, infrastructure, tourism and logistics as key areas with significant potential for increased investment and bilateral cooperation.
He called for greater engagement between the private sectors of both countries, including trade and investment missions designed to identify commercially viable partnerships and expand economic exchanges.
The President also highlighted opportunities for cooperation in agriculture, mechanisation, irrigation, research and agro-processing, particularly within Sierra Leone’s Feed Salone agenda.
As two Atlantic nations, he further called for closer collaboration in sustainable fisheries, aquaculture and marine resource protection, including joint efforts to combat illegal fishing and environmental degradation.
President Bio also encouraged cooperation in mining governance, petroleum regulation, local content, responsible environmental management and domestic value addition.
Recognising Gabon’s record in forest conservation and biodiversity protection, President Bio proposed stronger collaboration in climate finance, carbon markets, forest conservation, marine protection and coastal resilience.
He also identified education, technical and vocational training, healthcare, digital transformation, artificial intelligence, youth, sporting and professional exchanges as areas where both countries could share knowledge and expertise.
On peace and security, President Bio called for increased cooperation in maritime surveillance, intelligence sharing and the fight against trafficking, organised crime, cyber threats and illegal fishing, particularly within the Gulf of Guinea and the wider Atlantic region.
He further reaffirmed Sierra Leone’s commitment to working with Gabon through the African Union, United Nations and other multilateral institutions, including efforts to advance Agenda 2063, continental integration and reform of global governance structures.
Responding, President Oligui Nguema welcomed the opportunity to strengthen the relationship between the two countries, describing his visit as an important step in advancing bilateral cooperation.
He said the discussions covered several areas of mutual interest, including agriculture, education, vocational training, language and cultural exchanges while exploring additional opportunities for sustainable economic development.
The Gabonese leader stressed the importance of dialogue, mutual trust and constructive engagement in addressing contemporary challenges facing African countries.
He also reaffirmed Gabon’s commitment to regional and continental integration through the African Union and ECOWAS, noting the importance of African solidarity in promoting peace, stability and sustainable development.
The bilateral discussions were followed by the signing of a Joint Communiqué by the two Foreign Ministers, formalising the commitments reached and providing a framework for further cooperation between Sierra Leone and Gabon.
The day’s official engagements concluded with a State Banquet held in honour of President Oligui Nguema and his delegation at Chapter One, Lumley Beach Road.
The banquet was chaired by SLBC Director General Josephine Kamara and brought together senior Government officials, members of the diplomatic community and other invited guests to celebrate the growing friendship between Sierra Leone and Gabon.
President Oligui Nguema’s State Visit continues with further engagements focused on strengthening diplomatic relations, promoting tourism and investment, and expanding people-to-people exchanges between the two countries.
