Contract Duration: 3 months.
The Ministry of the Environment and Climate Change (MoECC) received funding through UNDP to implement a 6-years GEF funded “Sustainable and Integrated Landscape Management of the Western Area Peninsula Project”. The Ministry of the Environment and Climate Change (MoECC)n in collaboration with United Nations Development Programme is implementing the Sustainable and Integrated Landscape Management of the Western Area Peninsula Project (WAP) funded by Global Environmental Facility (GEF) aiming at strengthen conditions for the sustainable and integrated management of multiple-use landscapes (piloted in the WAP landscape) to protect globally significant biodiversity, safeguard ecosystem services generating local and national socio-economic benefits, and advance towards land degradation neutrality.
The main objective of this consultancy is to assign monetary or non-monetary value to non-market benefits like biodiversity, carbon sequestration, and recreation to aid conservation policies. More specifically, the consultancy will:
- Identify and classify key ecosystem services of the Western Area Peninsula
- Quantify and conduct economic valuation of various ecosystems services offered by the Western Area Peninsula, as well as the economic costs of ecosystem degradation and land-use change.
- Analyse trade-offs under different development and conservation scenarios.
- Identify beneficiaries and conduct Workshop on PES Scheme development with multi-stakeholders including awareness and sensitization on the PES Program in surrounding communities specified in the project document.
- Scope of the work
The consulting individual shall undertake the following tasks:
- Inception Phase
- Review relevant literature, policies, and existing studies about the Western Area Peninsula.
- Map key stakeholders.
- Develop a detailed methodological framework or approach.
- Submit an Inception Report with work plan and valuation approach.
- Ecosystem Services Identification and Mapping
- Map major ecosystem types (forest, mangrove, wetlands, coastal areas, watersheds, etc).
- Identify priority ecosystem services by using stakeholder consultations.
- Identify beneficiaries for payment of Ecosystem Services.
- Develop an ecosystem services matrix.
- Identify current financing levels and gaps that need to be addressed.
- Quantification of Ecosystem Services: Where feasible, quantify ecosystem services such as:
- Water regulation and supply
- Carbon sequestration and storage
- Soil erosion control
- Flood regulation
- Fisheries and forest products
- Tourism and recreation
- Biodiversity and habitat values
- Etc
- Economic Valuation: Apply appropriate valuation methods such as:
- Market price method
- Replacement cost / avoided cost method
- Damage cost avoided
- Travel cost method
- Contingent valuation / choice experiments
- Benefit transfer (where primary data is not feasible)
- Stated Preferred Methods, to name a but a few.
- Scenario and Trade-Off Analysis
- Compare “business-as-usual” vs. conservation-oriented scenarios.
- Assess economic implications of ecosystem degradation.
- Estimate long-term costs and benefits (including discounting).
- Develop Payment of Ecosystem Services Scheme/ Scenario
- Policy and Financing Recommendations
- Identify opportunities for Payment for Ecosystem Services (PES) and propose payment scheme
- Explore carbon market opportunities.
- Recommend economic instruments and regulatory measures.
- Develop a National Protected Areas Authority & Conservation Trust Fund regulation to support resource mobilization for effective management of Protected Areas and sustainable financing of community livelihoods
- Propose integration into national and local planning frameworks.
- Methodology
The consultant shall propose a robust methodology including but not limited to, and the methodology should align with international best practices (e.g., TEEB framework, SEEA-EA, IPBES guidelines).
- Desk review
- GIS and spatial analysis
- Field surveys and stakeholder consultations
- Household and institutional surveys (if required)
- Economic modelling and cost-benefit analysis
- Sensitivity analysis
- Validation workshop with stakeholders
- Conduct a training for stakeholders on Payment of Ecosystem services.
- Deliverables
- Inception Report – methodology, work plan, data requirements within 2 weeks after signing the contract.
- Draft Valuation Report – detailed valuation results and analysis within 3-5 weeks after signing the contract, the report should include;
– Policy Brief– summary for decision-makers including the identification of current financing levels and gaps that need to be addressed.
– GIS Maps and Database
- Stakeholder Validation Workshop Report 6 weeks after signing the contract
- Final Report – incorporating feedback. 8 weeks after signing the contract
- Duration
The assignment is expected to last 3 months (90 days) from contract signing.
- Reporting and Coordination
The consultant will report to the Project Manager, and the work will be coordinated by the project Technical Advisor.
